Biography

Rakhmatilla Ubaev is an accomplished economist with a diverse expertise encompassing government budget policy, macroeconomics, agricultural value chain analysis, migration policies, and energy economics. He graduated with a first-class honours degree in Economics with Finance from Westminster International University in Tashkent. At the Institute for Fiscal Studies (IFS), the major think tank of the Ministry of Economics and Finance, Mr. Ubaev conducted research on government budget transparency and participatory budgeting, earning him promotions from Research Assistant to Chief Specialist. As a Policy Analyst at the International Strategic Centre for Agri-Food Development (ISCAD), the think tank affiliated with the Ministry of Agriculture, he made significant contributions to agricultural value chain analysis in Uzbekistan. Furthermore, his visit to the Leibniz Institute of Agricultural Development in Transition Economies (IAMO) in Germany enriched his knowledge and provided valuable insights. Presently, Mr. Ubaev continues his dedicated efforts towards economic development and poverty reduction at the Centre for Progressive Reforms.
